MergeResplit Scheme for Community Detection

Merge-Resplit is an improved algorithm, based on spectral decomposition, for community detection, which is based on the concept of modularity following Newman and Girvan 2004. Also included is an implementation of a modified algorithm which localizes Newman's Q measure to address the resolution limit problem.
